2025 Annual WTO SPS Activity report published

Transparency is one of the fundamental principles of the World Trade Organization (WTO). The Sanitary and Phytosanitary (SPS) Agreement foresees that WTO Members must notify other Members of proposed changes in their SPS regulations that might impact trade.

The EU and MSs are members of the World Trade Organization (WTO) and as such have their own SPS Enquiry Points. But the EU authority responsible for implementing the notification requirements of the SPS Agreement is centralised in DG SANTE Unit A4.

The WTO SPS Activity Report 2025 provides an overview of the general developments of WTO notifications from 1995 to 2025, followed by a closer look at last year, both on WTO level and with particular focus on the EU.

Highlights from the report include:

  • total WTO SPS notifications in 2025: 2.496 (all-time record)
  • increase in WTO notifications from 2024: 16%
  • EU notifications in 2025: 126
  • EU's rank among top notifying members: 3rd (same as in 2024)
  • number of comments received by EU from trade partners: 35
  • EU comments sent on notifications: 40
