According to Regulation (EU) No 652/2014, grants may be awarded to annual or multiannual national programmes for the eradication, control and surveillance of a list of animal diseases and zoonoses (listed in Annex II of Regulation (EU) No 652/2014), taking into account the:

  • the threat posed to human health (zoonoses)
  • the impact of animal diseases on livestock production or trade; or
  • scientific or epidemiological developments.

There are 3 types of veterinary programmes, co-funded under this Regulation:

  1. Eradication programmes: Programmes to result in biological extinction of an animal disease or zoonosis. The final target of an eradication programme shall be to obtain the free or officially free-status of the territory according to Union legislation, where such possibility exists.
  2. Control programmes: Programmes to obtain or maintain the prevalence of an animal disease or zoonosis below a sanitary acceptable level.
  3. Surveillance programmes: Programmes referring to activities to collect and record data on specific diseases in defined populations over a period of time, in order to assess the epidemiological evolution of the diseases and the ability to take targeted measures for control and eradication.

This Regulation replaces Council Decision 2009/470/EC on expenditure in the veterinary field.

The transition to the new regulation is done according to the procedures elaborated by the Commission on the eradication of animal diseases. More information is available in the Commission Working Document .

2. Online templates for submission of veterinary programmes

  • EU countries wishing to receive a Union financial contribution for national programmes for eradication, control and surveillance of animal diseases and zoonoses shall submit an online application. The programmes shall be submitted by 31 May each year at the latest (Art. 12 of Regulation (EU) No 652/2014). If the legal deadline is missed, the programmes could not be approved for a Union financial contribution. Please find here the aiming to facilitate the work of filling-in and submitting the programmes, by using the template documents for each specific disease.

    Please find below the list of template documents for each specific disease (PDF format), developed for the submission of the veterinary programmes: please note that these templates are for information only. The pdf templates for the submission of the 2018 programmes by the Member States have been sent to the Member states directly by email on 3 May 2017.

  1. Annex I.a: Programme for Rabies eradication
  2. Annex I.b: Programme for the eradication of bovine tuberculosis, bovine brucellosis, or sheep and goat brucellosis
  3. Annex I.c: Programme for the control and eradication of classical swine fever or African Swine Fever)
  4. Annex I.d: Programme for the control and eradication of bluetongue
  5. Annex II: Control programme – Reduction of prevalence of Salmonella serotypes in certain poultry populations
  6. Annex III: Programme for the control and eradication of Transmissible Spongiform Encephalopathies

3. Online templates for reporting

  • Member States wishing to receive a Union financial contribution for the implementation of their national programmes for eradication, control and surveillance of animal diseases and zoonoses shall submit reports of results of the implementation of national programmes, as follows:

    • A. The annual technical and financial report, by 30 April each year at the latest (Art. 14 of Regulation (EU) No 652/2014).

        The attached document is published here to inform the Member States of the content of the document which shall be used to submit the annual reports and the payment applications for the following diseases: African swine fever, avian influenza, bluetongue, bovine brucellosis, sheep and goat brucellosis, classical swine fever, rabies, Salmonella infection of certain poultry populations, bovine tuberculosis and transmissible spongiform encephalopathies.

        The actual document to be filled in and submitted online is provided to the Member States by email pre filled in (with the approved measures) with a specific password intended to protect and identify the data transmitted.

    • B. The financial intermediate report, by 31 August each year (Art. 14 of Regulation (EU) No 652/2014)
      • Please find here the template document, for the submission of intermediate financial reports.

        The document has to be filled in and submitted by the Member states by 31/8/2017. The attached document is published here to inform the Member States of the content of the document which shall be used to submit the reports.

        The actual document to be filled in and submitted online is provided to the Member States by email pre filled in (with the approved measures) with a specific password intended to protect and identify the data transmitted.

5. Evaluation process and achieved results

  • The Commission has developed a dedicated set of technical indicators, with regard to activities and progress of the co-funded programmes.

    The achievement of proposed results has been summarised in a Report from the Commission to the European Parliament and to the Council on the outcome of the EU co-financed programmes for the eradication, control and monitoring of animal diseases and zoonosis over the period of 2005-2011, adopted on 5 March 2014.

    In case of unsatisfactory implementation of programmes co-financed, the Commission may decide to reduce the financial contribution, by having regard to the nature and gravity of the infringement, and to the financial loss for the programme.
