Reports to the European Parliament and to the Council on import measures and plant passports

EU rules on plant health contribute to sustainable agricultural and horticultural production as well as the protection of public and private green spaces, forests and the natural landscape. They also aim to ensure safe trade, as well as to mitigate the impacts of climate change on the health of our crops and forests. These rules were updated and reinforced by the entry into application of the Plant Health Regulation (Regulation (EU) 2016/2031), on 14 December 2019.

Article 50 of this Regulation requests the European Commission to report to the European Parliament and the Council on the enforcement and effectiveness of measures relating to imports into the Union territory, and to include a cost-benefit analysis. The report should be accompanied, if appropriate, by a legislative proposal.

Article 79 of this Regulation requests the European Commission to report to the European Parliament and the Council on the experience gained from the extension of the plant passport system to all movements of plants for planting within the Union territory and to include a cost-benefit analysis for the operators. The report should be accompanied, if appropriate, by a legislative proposal.

These two reports were presented to the European Parliament and the Council on 10 December 2021.
