About Russian SPS requirements
The Russian import SPS requirements are set by two federal agencies: Rosselkhoznadzor and Rospotrebnadzor.
Since 2010 Russia has engaged into harmonising its Sanitary and Phytosanitary (SPS) norms with Kazakhstan and Belarus, in the framework of a Customs Union of Belarus, Kazakhstan, and Russia. Since 2015, the latter has been succeeded by the Eurasian Economic Union and enlarged with the addition of Armenia and Kyrgyzstan.
Some bilateral SPS conditions negotiated by the Commission for certain products coexist with rules set by the Russian and Eurasian Economic Customs Union legal framework. These conditions also involve the EU Members States competent authorities in charge of the controls over the production of the concerned products.
This section includes unofficial translations and reference links to the Russian and Customs Eurasian Economic Union SPS requirements. The Commission does not guarantee the accuracy or completeness of information provided as regards third non-EU country SPS requirements.
Memorandums of Understanding (MoU)
A number of Memoranda of Understanding regarding SPS-related export arrangements of products to Russia have been concluded between the Commission, the EU Member States and the Russian authorities.

In accordance with EurAsian Customs Union legislation, establishments listed by Belarus or by the Russian Federation, for import into the Customs Union of goods subject to veterinary control, are also allowed to export to Kazakhstan. The Russian and Belarus lists can be consulted on relevant webpage of the Customs Union.
