About PHN

The Plant Health Network (PHN) was established in 2022 to enhance information exchange and cooperation between authorities responsible for plant health in EU Member States. The PHN members can seek support from counterparts in other countries when needed, possibly making targeted requests. The PHN enables authorities to share details about non-compliant consignments of plants, plant products, and other items (such as seeds, fruits, vegetables, wood, and flowers) and to collaborate on contingency plans for priority plant pests and other plant health concerns. This exchange takes place through iRASFF, a dedicated IT platform managed by the European Commission, enabling smooth communication across the network.

The Plant Health Network promotes the early detection and prevention of harmful pests and diseases within the EU, supporting the objectives of the EU’s plant health legislation under Regulation (EU) 2016/2031.

Commission Implementing Regulation (EU) 2019/1715 (the IMSOC Regulation) sets out how the PHN operates, as part of the Alert and Cooperation Network (ACN).
