About the Plant Health Network

The Plant Health Network (PHN), established in May 2022, was created to enhance communication and cooperation between plant health authorities across EU Member States.

The PHN members can seek support from counterparts in other EU Member States when needed, possibly making targeted requests.

Through the PHN, authorities can request assistance from their counterparts in other Member States when specific challenges arise, such as the detection of harmful pests, outbreaks of plant diseases, or issues related to non-compliant consignments of plants, plant products, or other related materials (such as seeds, fruits, vegetables, wood, and flowers). PHN members also collaborate on contingency plans to address these priority plant health risks.

The exchange of information occurs through iRASFF, a dedicated IT platform managed by the European Commission, facilitating smooth and secure communication. The PHN supports early detection and prevention of harmful pests and diseases, aligning with the EU’s plant health legislation under Regulation (EU) 2016/2031.

The network operates under Commission Implementing Regulation (EU) 2019/1715 (the IMSOC Regulation), as part of the broader Alert and Cooperation Network (ACN). Through this structure, the PHN plays a key role in maintaining plant health and safety throughout the EU.
