Regulation (EC) 1069/2009, Commission Regulation (EU) 142/2011 and Commission Delegated Regulation (EU) 2023/1605 are the framework within all handling, collecting, processing and trading of animal by-products take place. The main principles are safe sourcing, safe treatment and safe end uses. This is achieved by traceability and risk based measures to process and use the raw material and the products.
The legislation sets:
- Clear requirements based on ABPs' technical standards
- Enforcement measures for a risk-proportionate approach
- Official controls of laboratories of processing and biogas plants handling ABPs
- Traceability from food production
- Risk-proportionate solutions for transport, processing, use and imports
- End point in the manufacturing chain for processed and packaged pet food, biodiesel, tanned hides and skins and other products. Reaching the end point means that these products no longer are subject to ABP-regulation and can be traded without hints in the EU.
- End point in the manufacturing chain for certain fertilisers of animal origin, beyond which these may become EU fertilising products available on the whole EU market. The Delegated Regulation 2023/1605 on end points for fertilisers, based on science, makes some fertilisers more accessible on the market without presenting a risk for human or animal health. This is an important step forward towards an easier access to organic fertilisers, giving farmers and consumers a wider choice by promoting green innovation.
