According to Regulation (EU) No 652/2014, grants may be awarded to annual or multiannual national programmes for the eradication, control and surveillance of a list of animal diseases and zoonoses (listed in Annex II of Regulation (EU) No 652/2014), taking into account the:
- the threat posed to human health (zoonoses)
- the impact of animal diseases on livestock production or trade; or
- scientific or epidemiological developments.
There are 3 types of veterinary programmes, co-funded under this Regulation:
- Eradication programmes: Programmes to result in biological extinction of an animal disease or zoonosis. The final target of an eradication programme shall be to obtain the free or officially free-status of the territory according to Union legislation, where such possibility exists.
- Control programmes: Programmes to obtain or maintain the prevalence of an animal disease or zoonosis below a sanitary acceptable level.
- Surveillance programmes: Programmes referring to activities to collect and record data on specific diseases in defined populations over a period of time, in order to assess the epidemiological evolution of the diseases and the ability to take targeted measures for control and eradication.
This Regulation replaces Council Decision 2009/470/EC on expenditure in the veterinary field.
The transition to the new regulation is done according to the procedures elaborated by the Commission on the eradication of animal diseases. More information is available in the Commission Working Document .

These guidelines were prepared to provide the EU countries with information and guidelines on the Union co-funded programmes for the eradication, control and surveillance of animal diseases and zoonoses for the years 2015 to 2017. 2. Online templates for submission of veterinary programmes

EU countries wishing to receive a Union financial contribution for national programmes for eradication, control and surveillance of animal diseases and zoonoses shall submit an online application. The programmes shall be submitted by 31 May each year at the latest (Art. 12 of Regulation (EU) No 652/2014). If the legal deadline is missed, the programmes could not be approved for a Union financial contribution. Please find here the aiming to facilitate the work of filling-in and submitting the programmes, by using the template documents for each specific disease.

Member States wishing to receive a Union financial contribution for the implementation of their national programmes for eradication, control and surveillance of animal diseases and zoonoses shall submit reports of results of the implementation of national programmes, as follows:

- 4.1 Blueprint and Roadmap (BRMP) on the possible development of an African Swine Fever (ASF) vaccine.
The Commission has requested to the African Swine Fever EURL (specific mandate EU co-funded) to prepare a valuable document collecting all scientific work, identifying gaps and needs for possible vaccine development and proposing roads to achieve the final goal: the development of an effective and safe vaccine against ASF.
The aim of the ASF blueprint and roadmap is to give an overview of the research efforts needed and help to direct investments towards specific areas.

- 4.7 The task force on the eradication of animal diseases (created in 2000) monitors disease eradication in EU countries to improve the cost-benefit ratio of eradication programmes co-funded by the EU. Members are EU countries and Commission representatives. It meets annually in Brussels, chaired by the Commission.

5. Evaluation process and achieved results

The Commission has developed a dedicated set of technical indicators, with regard to activities and progress of the co-funded programmes.
The achievement of proposed results has been summarised in a Report from the Commission to the European Parliament and to the Council on the outcome of the EU co-financed programmes for the eradication, control and monitoring of animal diseases and zoonosis over the period of 2005-2011, adopted on 5 March 2014.

In case of unsatisfactory implementation of programmes co-financed, the Commission may decide to reduce the financial contribution, by having regard to the nature and gravity of the infringement, and to the financial loss for the programme. - Report of the Court of Auditors: 2016 Special Report: Eradication, control and monitoring programmes to contain animal diseases. The Court examined whether the eradication, control and monitoring programmes adequately contained animal diseases, by assessing the approach taken by the Commission, and Member States’ programme design and implementation. The Court also examined whether the cost effectiveness of programmes was adequately considered. Overall the Court concluded that the animal disease programmes examined adequately contained animal diseases and that the approach taken by the Commission was generally sound, and was supported by good technical advice, risk analysis, and a mechanism for prioritising resources. The Court concluded that also Member State programmes examined were generally well designed and implemented, and that Member States had adequate systems to identify animal disease outbreaks and facilitate their eradication.
